Mr. Whalen earned a Bachelor of Arts degree from Texas A & M University in 1985. He earned a Doctor of Jurisprudence degree from the University of Texas at Austin, with honors, in 1988. He is licensed and admitted to practice before the courts of the State of Texas, before the United States District Courts for the Northern, Eastern, and Southern Districts of Texas, and before the United States Court of Appeals for the Fifth Circuit.
